Dungeon quest level discrepancy

I can see quests for dungeons that are way too tough for me. For example: When I turned lvl 30+ I started getting quests for Hard circus quests. But Circus on Hard requires lvl 65! why do I get quests for a level so much higher than what I can do?
I know I can abandon those quests from my list and do them later, but it souldn't say (31) near a quest you can do only when you're 65, IMO.

The following quests will be available from level 68 and their EXP/SXP reward will be bumped up in the next maintenance.
